A pilot could work before the system was ready to carry it.

Moving shared online university courses into ordinary practice required changes in delivery, partnerships, and the rules surrounding them.

The starting point

Begin with a course universities could share.

The model used shared general education courses rather than asking every university to develop the same material independently. An initial university pilot created a practical way to test online delivery within an existing academic setting.

A National Education course moved fully online while examinations remained at the university. That distinction mattered: course delivery changed without assuming that every part of the academic process would change at the same time.

The work

Connect delivery with institutional decisions.

My contribution included higher education partnerships and participation in a national committee whose work resulted in a national e-learning policy. The operational model and the policy work were connected parts of making online learning possible within universities.

The arrangement included revenue sharing between the learning platform and participating universities. Universities subsequently adopted the model and developed other shared courses. Adoption therefore involved relationships and operating arrangements as well as content.

What changed

One pilot became a wider model.

The pilot expanded to five public and three private universities, with later extension to other countries. That expansion is evidence of adoption beyond the initial setting.

The model could be taken up beyond the first university and applied to additional shared courses. Its expansion connected the initial implementation with a wider institutional approach to online delivery.

What remained

The rules around delivery were part of the design.

The work showed why technical readiness is only one condition for change. Universities also need an arrangement they can operate and an academic framework within which they can recognize the new form of delivery.

A pilot demonstrates that something can work. Institutional adoption asks what must change around it for that work to become possible in more than one setting.
